"The Heads of State or Government agreed to take a decision in the European Council in June 2009 in order to provide reassurance and to respond to the concerns of the Irish people on the Treaty of Lisbon concerning the right to life, family and education, taxation, and security and defence. The Heads of State or Government had already agreed on the substance of the provisions proposed in the draft protocol, meaning the issue has already been politically settled.
