"At a session of the European Council in June 2009, Heads of State or Government agreed to take a decision in order to provide reassurance and to respond to the concerns of the Irish people regarding the Treaty of Lisbon in relation to the right to life, family and education, taxation, and security and defence. They also declared that the decision was legally binding and would take effect on the date of entry into force of the Treaty of Lisbon. They further declared that, at the time of the conclusion of the next accession treaty and in accordance with their respective constitutional requirements, they would set out the provisions of the decision in a protocol to be attached to the Treaty on European Union and the Treaty on the Functioning of the European Union. As a matter of fact, the Heads of State or Government, at the June session of the European Council referred to above, had already agreed on the substance of the provisions proposed in the draft protocol, so that the issue has already been politically settled and does not justify convening a convention. I therefore agree with Parliament’s proposal not to convene a convention."@en1
