"The social partners have been consulted, and I have to say that President Barroso has been personally involved in a dialogue with the representatives of the EU-level social partners, both Business Europe and the ETUC. Business Europe is also developing its own action programme – particularly focusing on apprenticeships, although not exclusively – in this area, and the ETUC is also working hard on this. This subject was actually dealt with during our discussions at the tripartite social summit on 1 March at which – in addition to President Barroso – President Herman Van Rompuy was present. Youth employment, therefore, is indeed a key issue. Unfortunately, there are many problems in the area of the labour market: unemployment is at its peak at present and represents the greatest problem that Europe has faced at any time in the last 60 years. But we have to focus action where the situation is the most difficult, which is actually the employment of young people, especially in the so-called peripheral regions."@en1
