"Mr President, I believe that ratifying the fiscal treaty will be the foundation stone of economic recovery in Ireland and in the euro area. The economic problems facing Europe in recent years has required a response across a range of different policy areas. For the past couple of years, the Union is implementing new rules to improve the regulation of the financial services sector. And now the Union is proposing a treaty that would give more stability to the euro area. Without a stable euro area, economic recovery will be very difficult to stimulate. Financial stability would create the economic conditions needed for job creation. Countries that ratify the Fiscal Treaty will have access to the European Stabilisation Mechanism. This aspect of the Treaty will be particularly important for Ireland when the country returns to the international financial markets. Those opposed to the Treaty must show how Ireland can succeed in returning to the markets without being a member of it."@en1
