"The Southern Caucasus is a key area for the Union’s plans for energy diversification. For this reason, it is in the interest of the whole of the European Union to pay greater attention to this area and to focus increased financial and diplomatic resources on it. This is not an easy task. There is still a cold war between Armenia and Azerbaijan over Nagorno-Karabakh. This is why we should focus on resolving this conflict. The report presented to us makes no mention of attempts to resolve the conflict, nor does it make reference to the current situation. The situation is so tense that, from the beginning of March, there has been a concentration of Russian forces on the Azeri frontier. It is assumed that it will support the Armenian army if there is a conflict. Experience unfortunately tells us that, when discussing Armenian issues, it is now also necessary to speak to Russia. We should go to even greater lengths to become involved in this dialogue, to convince both sides of the need for an armistice. In addition – and this was emphasised in the report – support should be given to the development of civil society and non-governmental organisations in Armenia."@en1
