"Mr President, Commissioner, I would like to refer to the intervention of Ms Ojuland. You mentioned that two weeks ago, we were in Baku and that you became convinced that the presence of the European Union is forcing some level of cooperation, some basic cooperation, between Azeris and Armenians. This was a very good thing. Our presence there is essential if those countries are to proceed on their path to the West. It is also important for the reason that if we are not there, then someone else will be. Nature abhors a vacuum; likewise, politics abhors a vacuum. If we are not there, then someone else will be, someone who cares much less than we do about democracy in those countries and who does not wish that those countries should look to the West. We should always keep this in mind. I am sure that you understand this; please remember that we do, too. Commissioner, I wish you every success on this journey."@en1
