"Mr President, poor Mali and, above all, the poor Malian people. The poor Tamasheqs, Fula, Songhai and Arab peoples who live in this region of the world. They are confronted with an unprecedented humanitarian and health crisis which did not start, as you said, Baroness Ashton, in January with the new rebellion, but rather with the mutiny on 21 March. The Tuareg issue was brilliantly ignored when decolonisation took place. France bears a heavy responsibility in this area. The promises that have been made to the Tuaregs have rarely been kept. This region is also the object of much greed due to its wealth of natural resources, both within the country itself and amongst its neighbours, and in certain European countries. For more than 10 years now, the Sahel has been a lawless zone where the worst forms of trafficking prosper completely unhindered. At the end of the Libyan war, arms entered into the Malian territory in their thousands, whilst all the neighbouring countries had disarmed the Libyan rebels. Since the beginning of January, civilians and, in particular, women, have been the victims of the worst acts of violence. Now more than ever, the European Union must not abandon them. However, an assessment must be made of how previously transferred funds have been used, as these are clearly not getting to the civilians. It must offer support so that an independent investigating committee can shed light on all the atrocities that have been committed. Everything must be done to strive for, without interfering, a political solution that includes all parties, including civil society representatives."@en1
