"I would like to say how pleased I am that human rights are becoming a priority in the formulation of European political strategy, particularly as regards external relations. A strong role for the European Parliament is required to ensure the effectiveness of EU policy in this regard and this should be brought about through the creation of a strong mechanism for implementing its decisions. Involvement of Member States is vital to take full advantage of the potential of this strategy. Above all, however, civil society must play a central role in its implementation. For this reason, I am delighted to see that the role of the Sakharov Prize is being strengthened. I appeal to the Council and to the Commission to provide – as far as this is possible – protection to winners of the Sakharov Prize in situations where they are being persecuted. I would remind you that activists in the Memorial organisation, who won the prize in 2009, were arrested shortly after their return from Strasbourg. Members of the European Parliament should meet with defenders of human rights when they are visiting and should initiate and maintain a constructive dialogue with them. ‘Digital democracy’, when used in the right way, can also play an important role in supporting activists working for democracy and human rights, as we have seen in the Arab Spring."@en1
