"Over recent years, an increasing number of petitions have been registered with respect to problems encountered by EU citizens who exercise their right to free movement. Statistics included in the annual report of the Committee on Petitions show that issues related to free movement account for approximately 25% of the total number of petitions received. The case-law of the Court of Justice of the European Union has, over the years, given increasing substance to European citizenship, placing free movement at the forefront as the basic right which gives rise to a wide array of other essential rights for citizens. In my view, free movement is one of the EU’s most cherished achievements. I therefore share the rapporteur’s view of the importance of informal problem-solving networks for citizens. Finally, I would like to take the opportunity to reiterate the importance of an enhanced communication policy, which should aim at ensuring that citizens fully enjoy their rights laid out in the Treaties, thus dismantling the obstacles to their full enjoyment."@en1
