"I very much welcome the Council’s decision to grant Serbia EU candidate status. The EU should start negotiations with Serbia as soon as possible, provided that Serbia continues with its reform process, particularly in relation to strengthening democracy and the rule of law and protecting the fundamental rights of minorities. The EU should continue to encourage and support Serbia in delivering on reforms. I would highlight, in particular, paragraphs 45-46 of the resolution, which welcome President Tadić’s support for the territorial integrity and sovereignty of Bosnia and Herzegovina. I would reiterate the call to the Serbian Government to ensure that their direct relations with the authorities of the Republika Srpska are in line with this stated support and do not undermine the integrity, sovereignty, competences and effective functioning of the institutions of the state of Bosnia and Herzegovina. Serbia should support political initiatives in Bosnia and Herzegovina that are aimed at reforming and strengthening the country’s institutions and encourage all its political leaders to reach a consensus on strengthening state-level institutions. Bosnia and Herzegovina can only move towards the EU as a single country and the undermining of state institutions will only serve to disadvantage all its citizens."@en1
