lpv:translated text	"I fully support the establishment of a European Endowment for Democracy (EED) as a flexible instrument and effective support and assistance for countries making the transition from unstable and oppressive regimes to democratic political structures and legal systems. I believe that, in light of the developments in North Africa and the Middle East, the time is ripe for the EU to ensure the presence of such a fund as soon as possible, in order to give consistent, immediate help and ensure respect for the combination of human rights and democracy.
