lpv:translated text	"In revising Regulation (EC) No 261/2004 establishing common rules on compensation and assistance to passengers in the event of denied boarding and of cancellation or long delay of flights, the Commission should clarify the concept of ‘extraordinary circumstances’ and define the concept of ‘flight cancellation’, and also adopt rules governing the provision of assistance and the right to financial compensation and damages. At the same time, I think it is a good idea to take account of the level of protection provided to passengers by the European Court of Justice, and also the Court’s interpretation of the concept of ‘extraordinary circumstances’. At present, there is some uncertainty over the rules on compensation, and the differing approaches to enforcement of these rules at Member State level cannot be considered acceptable in view of events such as the crisis in 2010 caused by volcanic ash. In this context, the Commission should create a unified, complete and detailed system for assessing the probative value of evidence presented by the airline companies for the purposes of demonstrating ‘extraordinary circumstances’. In this context, I believe there is an urgent need to establish clear rules regarding the content, accessibility, timing and accuracy of information provided to air passengers which might have a bearing on the reasons for flight delays or cancellations, the expected duration of flight problems and alternative means of travel that are available to passengers."@en1
