Its troubled history means it has a long way to go in order to meet the many criteria of EU accession. The continued problems over the return of internally displaced people, as well as the treatment of Roma and minority groups more generally, should be addressed as a matter of priority. Basic freedoms are still not the norm in Kosovo and the international community still has a large part to play in helping it establish the basic principles of independent statehood."@en1
