"The poverty figures for the European Union are devastating, with the middle classes falling into hidden poverty and the risk of social exclusion. In 2010, about 115 million people in the European Union were below the poverty line, equivalent to 23.4% of the population of Europe. This situation requires the Member States to introduce social measures to support the most vulnerable, namely, children and the elderly. The effects of austerity have led to high unemployment rates, making it impossible to raise living standards in the Member States. Public policies are needed to support food distribution and to bring an end to wastage of food in restaurants and public canteens. At EU level, moreover, the Union must not only implement sectoral policies, particularly cohesion policy, but must also continue to support the food aid programme, which uses food surpluses to benefit 13 million people. I therefore consider it important that the Member States do not cut support for this programme in the forthcoming multiannual financial framework for 2014-2020."@en1
