"Mr President, Commissioner, a society’s moral standing is not measured simply by its gross domestic product. It is measured by the way it provides education for its children, the way it looks after the health of its population, but, in particular, how it safeguards and protects its most disadvantaged citizens. This programme may not appear to be particularly grand, but that is not the case, as our moral diagnosis of the European Union depends on it. The European Union is not just an economic project; it is one of cooperation and solidarity; solidarity with those that are most in need. When 43 million citizens need us, the decision must not depend on which legal basis we should use. We cannot waste time debating procedures. I back the Commission, therefore, to defend the moral standing of the European project."@en1
