"Mr President, this programme was set up at a time when there were groaning food mountains around Europe. That, thankfully, is no longer the case. Today, the stores are empty, and the Commission is buying food off the market to supply the neediest in our society. The European Court of Justice, of course, has now ruled against this practice. Therefore, we need to find another way forward. My party believes that the Member States’ welfare systems are the most appropriate way of helping the most deprived people in our society, and that view is shared by some Member States and the Council. However, I recognise that there is a majority in this House in favour of continuing the programme at EU level. The CAP, however, is no longer the right tool to deliver the programme for the future, and that is why I support the proposal by the Commission that, in the next MFF, they will use the European Social Fund as a legal basis for the continuation of this important programme. It is in line with the ECJ ruling, it offers national flexibility and – most importantly – it ensures continued support to some of our poorest citizens."@en1
