"Mr President, ladies and gentlemen, I would like to begin by congratulating the rapporteur and shadow rapporteurs for managing to combine the will of the Committee on Budgets of this Parliament, aiming for negative real growth for Parliament’s 2013 budget, and the will of the Administration to carry out tangible savings without jeopardising the proper functioning of the institution.
The EUR 9.3 million reduction compared to preliminary estimates allows us to limit the growth of the 2013 budget to below 2%, in line with the inflation forecast for next year and with the European Commission’s instructions.. The European budget has no deficit and the administrative expenses of Parliament amount to 1% of the EU budget. However, a degree of rigour and good financial management is required, in line with the efforts which all European citizens are facing, in the difficult context of consolidating national budgets.
I am sure that further efforts, such as reducing energy costs, starting up pilot projects (such as
committees for paper saving) and improving the management of translation services will, by the end of the budgetary procedure, enable us to achieve an increase of 1.9% that will include the costs of Croatia’s accession."@en1
