"... strongly supports the report, and I agree that it is possible to be positive – but it is impossible to be optimistic. Turkey seems distracted by the other pressing priorities that it faces. Europe is clearly not ready to move forward the accession process, and the central problem is Cyprus. Because Cyprus is shortly to assume the Council Presidency, I think it is appropriate for us to spotlight that problem. Nothing could be more intelligent and strategic than for the Cypriot Presidency to call the bluff of Turkey and to open Chapters 23 and 24 on rights and justice. Such a move would not be about power and pride and prejudice but about the people – about Greeks and Turks, Christian and Muslims – who could then look forward to a period of reconciliation in which they could live together in freedom, security and justice. I strongly insist that the Cypriot Presidency of the Council should be made aware of its responsibilities."@en1
