"Always with the aim of transmitting our democratic values to our neighbours, I voted in favour of a report dealing with the Partnership and Cooperation Agreement between the European Union and Kazakhstan. This agreement must depend on the progress of political reform and human rights in the country and I actively encourage Kazakhstan to strengthen dialogue with the European Union on these issues. Our cooperation is conditional: economic cooperation will not take place without political cooperation. Pluralistic elections and the freedom of all political prisoners are two examples of the prerequisites needed to strengthen any economic cooperation."@en1
