"Madam President, I do not think that private security firms are the solution, but the EU, I would agree, can be. This is not a problem that can be solved overnight. It is a problem that has existed since at least 2005. The EU should have an autonomous strategy for Somalia. If we look at how much money we have spent in the whole operation and at the results, including in fighting piracy, these are quite limited, because our objectives cannot be achieved until the core question of the governance in Somalia is addressed. The effort is too big for the EU alone. It has to act in concert with others in the international community. How much money could have been saved, though, if something more meaningful had been done for governance in Somalia. Nothing has been done so far. Our strategy has been to follow the US totally in a very non-critical way. That is why we are where we are and unhappy with the results, including in fighting piracy and hostage taking. Until we address the question of governance in Somalia – and not with a fake institution like the TFG, the transitional government – we will not improve the situation for ships passing through those waters."@en1
