I do not believe that a country wracked with deep internal divisions that is therefore unable to push through laws and reforms, that is fraught with corruption, that lacks an independent judiciary, or sufficient legislative, executive or budgetary power, and where social dialogue is weak and youth unemployment is rising, can meet the requirements and obligations of EU accession.
