"I voted for the Moreira recommendation approving the conclusion of the International Cocoa Agreement 2010. The conclusion in question talks about an agreement with the three biggest cocoa producers in the world and reinforces the mandate of the International Cocoa Organisation (ICCO) with a view to enabling cooperation between all the actors, as well as collecting, processing and distributing data. The agreement does not forget the economic and social needs of these countries, recognising the need to ensure fair prices and promote improvements in terms of development. Allowing the European Union to influence the development conditions of Southern countries as a key importer could enable it to take action against the impoverishment of the populations, against child labour, and in favour of social development. The European Parliament’s position is a step in the right direction. We can only hope that this will not be another great declaration of intent that the actors, starting with the Member States, completely fail to take into account. The gap between talk and action is becoming increasingly unbearable, particularly in terms of North/South relations."@en1
