"Since it marks only the first step in the long and tortuous route to the adoption of the 2013 EU Budget, the adoption of the ‘general guidelines’ has to be the occasion for strongly emphasising the role of Parliament in future negotiations, especially with the Council, with the powerful aim of influencing the guidelines to be adopted by the Commission in its draft budget. It must be clear here and now that the budget approach cannot avoid the urgency of restarting sustainable growth and quality employment, in line with the objectives of the Europe 2020 strategy. The European Commission and the Council cannot continue down the path of austerity that leaves no margin for the requirements of economic growth capable of generating new jobs. We have the duty to identify measures supportive of growth and employment and finally go beyond the mere requirement of balancing investment and austerity. For our part, moreover, there is a pressing need to draw attention to the worrying payment situation: we must not allow a repetition of what happened in 2011 and 2012, and the Council can no longer purport to decide the level of payments based on political considerations, without taking into account the repercussions on past commitments."@en1
