"I voted in favour of the report on the European Fisheries Fund because I think it is important to have a sustainable fishing strategy and because any regulation amendment meant to facilitate rapid implementation of EU funded programmes will have an immediate and real impact on the economies of the Member States most affected by the crisis. With the financial and economic crisis increasingly reducing national financial resources, I believe it is vital to take appropriate measures to ensure a smooth implementation of operational programmes. Unfortunately, austerity measures imposed at national level had the immediate effect of significantly reducing the national cofinancing capacity, seriously affecting beneficiaries and citizens in the first instance and leading to a low rate of take-up of available funding.
Therefore, the Commission proposal is welcome because we need to help local, regional and national authorities to access as much of their share of European funding as possible. However, at the same time, the Commission should call upon national governments to submit regular reports on the use of this money, so as to make sure it is used most effectively."@en1
