lpv:translated text	"Commercial policy is an important area for the European Union and Member States. This is why any regulation which helps improve its application, whether at a national and European level or with regard to relations with third countries, is beneficial to all the partners involved. This report is based on the changes brought about by the Lisbon Treaty to the legal and institutional framework and allows the relevant changes to be transposed systematically into secondary law in the area of common commercial policy. In my view, the entry into force of its provisions will enable the Commission to exercise its implementing powers more efficiently, thereby resulting in a more effective common commercial policy. Furthermore, both the partners involved and the general public will be able to understand more quickly the applicable procedures within the commercial policy. Indeed, the application of the horizontal regulation will raise the general level of transparency in applying the commercial policy."@en1
