"Mr President, I would like to begin by welcoming the fact that the report which has been submitted insists very persuasively on the need to boost competitiveness, innovation and small and medium-sized enterprises, as well as to support young people. These are certainly the areas where we need to be looking for solutions to achieve economic recovery. The clear way in which the objectives to be pursued have been set out, along with the budgetary implications of these objectives, also sends out strong signals regarding the form the budget will have to take in the coming years. The European Union has large ambitions and needs a budget to match. On the other hand, however, I disagree with the wording of Article 9. I do not believe that Parliament should simply take note of this initiative from the Commission, but should also ask itself on this occasion too whether it is appropriate, given that we are dealing with funds which have still not been allocated to specific projects, but which are already committed on the basis of Member States’ priorities and programmes."@en1
