"Mr President, the 2013 budget must be a budget for economic growth, employment and cohesion. To this end, I am hoping for a positive and realistic attitude from the Council, so that it might make available sufficient funds for payment appropriations. The present multiannual financial framework is in cruise control and entering its final stages. It would be unacceptable if there were insufficient cohesion policy funding for the various Member States’ projects.
The European Union budget is of undeniable benefit and, for this very reason, it should be increased, particularly in times of crisis. In this context, it is crucial to support the implementation of specific measures, redoubling budgetary efforts to support competitiveness, innovation and small and medium-sized enterprises (SMEs), since therein lies the majority of the European Union’s economic potential.
In conclusion, Mr President, I advocate the implementation of measures for promoting youth employment and I would make a suggestion in that regard: funds left over from administrative expenditure – that is, heading 5 – should be spent on SMEs and young people."@en1
