"Mr President, ladies and gentlemen, I completely agree with Mr La Via as regards the concerns over the advantages to be given to small and medium-sized enterprises (SMEs), especially when it comes to the huge problems they currently face in obtaining EU funding.
That said, there is one important thing that needs to be flagged up, on which I have tabled an amendment that will be put to the vote tomorrow: European funds should only go to those businesses that invest in their local area to boost its competitiveness. Under no circumstances can we fund enterprises that transfer their business elsewhere by relocating to cheaper countries. The existing rules on this should be toughened up and anyone who breaks them should pay back the funds.
There is not much money available: SMEs cannot even manage to get hold of loans provided to Europe’s banks by the European Central Bank precisely to support them. What little we have should therefore be used as well as possible and absolutely must not end up in the hands of those who take advantage, often at the expense of workers."@en1
