"Mr President, we should stick to tried and tested principles when considering the 2013 EU budget today. It is, above all, necessary to take a realistic view of the situation. The report’s claim that deepening integration and EU budget growth can avert the economic crisis and prevent other crises is wide of the mark. We must not take advantage of the current crisis to increase budget expenditure. We need, on the contrary, a stable budget at about the current level of expenditure, which will be adopted quickly and without the unnecessary arguments and interinstitutional clashes we have seen in the last two years. The 2013 budget must take account of current developments in the EU, including the accession of Croatia, and also the fact that for the first time since 2004, farmers in the new Member States will receive the same direct payments as their previously better funded West European colleagues. We must also take account of the fact that we are still in a situation of economic stagnation – and in some places even crisis – where national budgets are forced to make cuts and limit expenditure. We should do likewise."@en1
