"The report regarding quality management in connection with European statistics is of major importance in the context of the sovereign debt crisis that has afflicted the euro area. Strong and decisive action is needed so as to ensure that statistics regarding public finances are reliable and dependable. Moreover, effective action should be taken to avoid the falsification of budgetary data and statistical fraud.
Particular attention should be paid to the quality and auditing of upstream data related to public finances, to the independence of national statistics offices, and to the standardisation of public accounts systems with the aim of ensuring that the monitoring of the economic and fiscal policies of the Member States is effective. Precise data and high-quality statistics are essential for ensuring a well-functioning European Semester. For this to happen, the data production process and the political process should be separated, in which connection there should be a legal framework concerning statistical confidence and components of the revised European Statistics Code of Practice should be integrated and included in European Law.
