"The report proposes unifying rules on jurisdiction, applicable law and recognition of courts, in situations in which the citizens of a Member State reside in another Member State, so as to clarify situations about which there are currently doubts in relation to succession rights. As such, the European Commission is proposing the creation of a European Certificate of Succession. There is a need to protect the public from the existing shortcomings in the present legal provisions regarding the free movement of persons between Member States. However, there is a need to ensure that succession rights and all relevant provisions in this regard result from an expression of national sovereignty, which should be respected.
We would also like to mention that it is regrettable that this report, like others, was not made available in a timely manner in all language versions; specifically, the Portuguese version. Such situations jeopardise respect for the principle of multilingualism in the European Parliament and equality between Members, irrespective of their country of origin and native language."@en1
