"The purpose of this convention is to simplify the rules relating to determining a product’s country of origin. If adopted, it will replace more than 100 bilateral protocols. It is intended to promote the construction and consolidation of a Euro-Mediterranean free trade area. Although the rapporteur argues that this convention will serve to encourage South-South trade, will lead to economic growth and reduced poverty, and will further integrate the region’s economies, we are well aware that the reality is different. Small and medium-sized producers will suffer from trade liberalisation because they are unable to compete with intensive production models. It will favour big companies, which win new markets and access cheap labour in this way. The most controversial issue is the legal uncertainty on goods originating from the settlements in occupied territory. There is the possibility that these goods could enter the EU market as Israeli products. That is why our group tabled an amendment stating that ‘a sustainable and satisfactory solution, which explicitly rules out the possibility of products originating from the illegal Israeli settlements in the Occupied Territories entering the EU market, must be found before the conclusion of the regional convention on pan-Euro-Mediterranean rules of origin can be envisaged’."@en1
