"Only 5% of books are actually accessible to the visually impaired. In fact, 95% of all published works are never converted into ‘accessible formats’ such as Braille, large print or audio. The World Intellectual Property Organisation (WIPO) is considering an international treaty to improve access to books for blind and other visually impaired people, which would introduce a targeted exception to copyright rules and enable the number of publications in Braille to be increased. However the Commission and the Council have consistently opposed a legally binding text, favouring voluntary recommendations. Parliament should remember that it is the duty of the European Union not to stigmatise any part of the population suffering from a particular disability. Member States must therefore vote in favour of such a treaty."@en1
