"Mr President, as Commissioner Barnier said, the implementation of the European Earth Monitoring Programme (GMES) could generate profits far above the costs of investments, as well as economic growth and jobs. The Commission proposes to finance GMES, starting with 2013, from sources outside the EU budget, from a fund made up of the financial contributions of the 27 Member States, according to their gross domestic product. This type of funding is detrimental to the project. A community approach is essential because it will enable synergies with the management of the Galileo programme. At international level, by removing the community dimension, the EU loses credibility in front of the international actors in the field of space industry. GMES should continue to be financed through the EU budget, in order to ensure its sustainable development and use, in the medium and long term. The Council’s message of January is very clear: GMES must be financed under the multiannual financial framework in order to benefit from a credible and stable financial plan that would ensure that GMES services will have the same level of accessibility in each Member State. I call on the Commission not to jeopardise the independence of the EU and the development of space technologies and to speedily table a legislative proposal for the proper long-term operation of the GMES. The GMES programme must be implemented in a manner consistent with EU policies. This plan would be an extremely valuable indication for research and the industrial environment in the preparation of technologies and products that facilitate the use of these services."@en1
