"Mr President, ladies and gentlemen, there is no doubt that family reunification is an issue of substance, one that is serious and concrete. The welfare of the family must take precedence over anything else, even if it is, of course, undeniable that this right must be subject to rules. In my opinion, the 2003 directive contains useful rules, though they must be applied uniformly and homogeneously within the territory of all Member States. For this reason, the Commission has quite rightly initiated a serious debate by publishing a Green Paper, in which it sets out a clear vision: to introduce concrete measures in support of a process of family reunification which, in my opinion, simply has to be taken into account. I am the rapporteur of a document on information and communications technology, on the transfer of workers who are third-country nationals to establishments located both in third countries and in Europe. In this particular case, a more favourable exception clause was carried in committee to ensure family reunification at a practical level, which is definitely a political priority for the European People’s Party. Of course, language is important, and we must ensure that the European agenda on migratory flows – again in this case we are speaking of legal immigration – takes account of this directive, which is absolutely correct and practical. The Commission’s goal must be to urge Member States to adopt rules that can and will be applied in practice and, at the same time, ensure that the right to be together is truly recognised, one to which no one can object. The PPE’s aim is to ensure that the 500 000 individuals who are potential beneficiaries of this rule are given due consideration by Member States."@en1
