"Mr President, my answer to Ms Wikström is that, emotional and sentimental considerations are all very well and good, but we need to be able to implement a policy. The facts are that a very large proportion of the immigration involving people who have absolutely no prospect of integration takes place in the context of family reunification, that that policy of family reunification is subject to widespread abuse and we, as policy makers, have to take that into account. This is not just about people who are forced to come here in very difficult circumstances and we also need to ask ourselves whether, in the majority of cases, such family reunification could be arranged in the country of origin, and that is effectively the case."@en1
