I am aware of all the different systems, but I guess my real concern here is that there is not one size that has to fit all. We can find different ways of doing this, and where Member States have got effective systems in place – and there are many Member States which do – we need to take into account the fact that their systems work effectively. So if it suits people to have pre-funded, fine; but if we need a mixed system, then that should also be fine. We should not have to fit everything into one box."@en1
