"In general, this report supports the Annual Growth Survey 2012, presented by the Committee on Employment and Social Affairs, emphasising the solutions aimed at resolving the financial and sovereign debt crisis, measures for economic growth in the medium and long term, and the monitoring of the broader economic framework, with the aim of making the European economy more sustainable and competitive. It also commends the fact that the Annual Growth Survey strongly emphasises the need to implement measures that enhance growth, as the guidelines agreed at EU level have not been implemented by the Member States, which has often prevented the measures adopted from fulfilling their full potential in achieving the Europe 2020 strategy objectives. Parliament regrets that its participation in drawing up the Annual Growth Survey is not formally set out in the Treaty, but it recalls that this should be redrafted using the codecision process; this should come into force the next time there is a Treaty change. However, the timely publication of this Annual Growth Survey is to be welcomed, as it allows Parliament to express its view in an opportune and timely manner.
