". Member States bear primary responsibility for employment and social policies. In accordance with the principle of subsidiarity, European institutions deal with those aspects for which EU solutions provide policy harmonisation. Thus, of common interest to all Member States are matters relating to funding, unemployment and social problems. So far, the EU has set only minimum standards and rights, on which basis the Member States adopt laws and regulations that go beyond the requirements of the European social policy. The crisis has had dramatic consequences, particularly for young people looking for a stable job. They are faced with an unemployment rate above 20% and, for some Member States, even with a rate above 40%. Between 2008 and 2010, the number of young unemployed in the EU increased by 1 million. The number of young people aged 15 to 24 who are not employed and who do not attend any education or training programme increased by 2% during the same period. For these reasons, I believe that identifying solutions must be a priority for the European Union; otherwise, these youths will be a lost generation."@en1
