"Own-initiative reports are an important tool enabling the European Parliament to express its opinion to the other European institutions when the ordinary legislative procedure is not applied. I have voted against Mr Ilchev’s report in this case, as the rapporteur proposed some changes that restricted the possibility for Members to use these reports on equal terms. I am specifically referring to the restrictions concerning split votes and roll-call votes on these types of reports, and the necessary condition for tabling amendments as required by the report, that is, that amendments have to be signed by at least one tenth of the Members."@en1
