"As in the agricultural sector in general, the milk and milk products sector has been facing many difficulties, and recent years have seen not only a drop in demand, but also a clear reduction in prices. The High-Level Expert Group on Milk was therefore formed in October 2009, bringing together professionals from this field, with the aim of finding solutions that would enable the sector to recover its balance. In this context, one of the areas that needs to be rectified most rapidly involves restoring the negotiating balance between producer and distributor. Indeed, the profound disparity between both parties’ economic power leads, in many cases, to a stranglehold on milk producers. In this context, it is worth considering the possibility of agreeing collective regulatory instruments between associations or producers and distributors, as set out under labour law. As such, it is imperative that solutions be found that bring the market back to normal working order. Otherwise, the current weaknesses may become much worse with the abolition of the quotas in 2015.
