"This proposal sets out the guidelines and political objectives for strategically planning and harmonising the use of the radio spectrum by 2015. While we agree that there is a need to plan and organise the radio spectrum, we consider it essential that this be done in a context of cooperation among the Member States, retaining it as a public good and keeping it free of guidelines intended to put the radio spectrum at the service of the ‘Europe 2020 strategy’, the ‘Digital Agenda for Europe’ and the ‘Single Market Act’. Policies whose purpose is supposed to be improving the market, competitiveness and competition for the launch of the so-called ‘digital single market’ have, in reality, contributed greatly to exacerbating the crisis of capitalism and its negative consequences for the public. The radio spectrum, from low frequencies to very high ones, has been argued over and used for multiple purposes, so opening the way to the business of future EU-level digital services and fostering genuine competition. However, it is essential to preserve and defend space for public access, and to prevent it all being committed to commercial ends, which is the track down which European Union policy is headed."@en1
