"I welcome the conclusion of this agreement between the EU and the four Schengen-associated states; namely, Iceland, Norway, Switzerland and Liechtenstein. This will enable these countries to participate in the work of the committees that help the Commission with its executive activities in terms of the implementation, application and development of the Schengen
. The conclusion of this agreement is of the utmost importance in ensuring greater consistency, while at the same time guaranteeing that all associated states are treated the same. The participation of the associated states gives them the opportunity to express, in good time, their ideas and concerns about the implementation of the Schengen
or potential changes thereto. However, their participation is restricted to contributing to the drafting of decisions; they cannot participate in the decision-making process itself, as they do not have the right to vote. They will be subject to a set of rules and obligations that will allow them real participation as observers, and they may also contribute financially to the administrative costs arising from their participation in the Schengen Comitology committees."@en1
