"Mr President, I come from a milk-producing region: Galicia. Today, Galician agriculture specialises in producing milk which is, for the most part, collected and processed by foreign companies. As has happened in other European countries, the agricultural sector there survives today because of heavy investment in innovation in order to be able to compete in the single market. When Spain entered the EU, 20% of jobs in Galicia were in the primary sector. Today, that percentage has dropped by more than half. My region is having to make traumatic sacrifices for the benefit of other, more powerful countries, since the allocation of milk quotas has been much lower than its production capacity. I am voting against this report because the awarding of contracts in this report is aimed solely at the industrial dairies, as it does not require that increases in production costs and payments to producers to remunerate them fairly for their work be included in the contracts. Without public control of production to ensure a match between supply and demand, producers will have to face price volatility and the ruin of thousands of farms. It is unacceptable that the Commission does not have an up-to-date study on the impact of the quotas."@en1
