"Mr President, it would be truly strange if, at a time of such difficulties and problems in the lives of millions of people in Europe, the European Union were to impose further restrictions on food distribution. This would have a detrimental effect on basic social citizenship rights, the value of social cohesion and the very perception of the European social model. The signal that Parliament and the Council are both giving is a positive one, but we need to work on giving a definite structure and future to this necessary initiative. I would like to point out that in my country, Caritas, local bodies and other not-for-profit organisations providing free meals have seen an exponential increase in the number of people joining the ranks of the deprived, who can no longer count on being able to feed themselves, and these include not just immigrants, but many elderly and young people as well. I believe that, in the context of our ambitious fight against poverty and efforts to reduce poverty, this scheme is a prerequisite, and if we had not approved it, we would have gone against our own policy objectives."@en1
