"Mr President, I shall begin by congratulating the rapporteurs. It is already the norm to say that we are experiencing the worst financial, economic and social crisis since our modern international financial model was devised. When emphasising that unemployment rates in the EU have reached record highs, it would not be going too far to demand that combating unemployment be made the top priority. Levels of youth unemployment are tragic. In my country, Portugal, more than one in three young people are looking for work and have no prospect of success. The public are sceptical. Their confidence urgently needs to be restored. After years of reckless management of public finances, it is time to adopt budgetary conciliation reforms and to put the accounts in order. However, make no mistake: austerity without economic growth is nothing more than a partial solution. The creation of more and better jobs is a major aim for the European Union. Measures designed to ensure that young people do not go more than four months without receiving an offer of a job or training and those designed to reduce the risk of poverty and social exclusion have to become a reality."@en1
