"Mr President, we should, of course, be glad that the Member States have finally reached an agreement to ensure the immediate future of the European food aid programme for the most deprived citizens. This agreement was vital for millions of Europeans who have already been given a rough ride because of the crisis but it is far, far from enough. In fact, it is conditional upon the withdrawal of the Food Aid Programme in 2014, and on the will of the German Chancellor, a will that unfortunately is not upset, that Europe is no longer funding any social policy of this type beyond that date.
