"Mr President, the latest Eurostat data for 2010 reveal a drastic situation in terms of poverty and social exclusion: 26.9% of children under 17 and 19.8% of the elderly are at risk of poverty. In total, as has already been said, 115 million people in the European Union are at risk of poverty, which represents almost 24% of the population. Today these numbers are likely to be even higher due to the impact of so- called ‘austerity measures’, with more unemployment, lower wages for workers and reduction in social benefits. In this situation it is even more important to maintain and strengthen the programme for distributing foodstuffs to the most needy, to ensure that those dependent on food aid and the many who will come to rely on it do not suffer from food poverty. For this reason, we think it is essential that this aid is maintained over the next 2014–2020 financing period, at least under the current conditions, which means through the annual financing of EUR 500 million guaranteed in its entirety by the European Union."@en1
