"Mr President, I should like to congratulate Mr Siekierski on a good report. Food aid is needed. On the one hand, there is widespread poverty within the European Union. This has been particularly evident during this severe winter – 600 individuals have frozen to death in Member States of the European Union. On the other hand, we might not have a surplus of food, but farmers are constantly experiencing difficulties in marketing it. It follows that this programme ought to operate.
In my country, Poland, the programme is operating quite well and it would not be possible to stop it suddenly. Accordingly, it is right to extend it to 2013, though I share the view, expressed on behalf of my political group by Mr Nicholson and others, that this programme should be financed under social policy, and not under agricultural policy, because agricultural policy has other objectives. First and foremost we must protect food production and guarantee food security for Europe. That is what the common agricultural policy should be aimed at, but the programme should be maintained during this transitional period."@en1
