"Mr President, I voted in favour of the report put to the vote this morning in an attempt to revitalise the work of the European Observatory on Counterfeiting and Piracy. So far the Observatory has not produced any significant results and has been unable to effectively carry out its remit because it has lacked sufficient human, financial and practical resources. My vote is therefore intended to help revive the Observatory; once it is made dependent on the Office for Harmonisation in the Internal Market, it will be able to make use of the Office’s financial resources. To conclude, in order to effectively revitalise the work of the Observatory, the Office must be provided with appropriate professional resources and knowledge as well as indispensable technical expertise, including that to be found in the Member States’ own intellectual property authorities. This will enable it to effectively exercise its new powers associated with the running of the Observatory and perform these duties with the same commitment and concern for every intellectual property right recognised at EU level, without imposing any hierarchical order when safeguarding such rights."@en1
